WIP: upgrade the wheel builds in our CI following recent deprecation (e.g. EOL Python < 3.8) and releases (Python 3.10+) in the Python ecosystem. Our custom manylinux Docker containers with HDF5 (from my custom repo) have been upgraded too.
TODO: carefully check NumPy 1 vs 2 compatibility
